A complex project delivered across almost three years and involving three third parties to secure electrical infrastructure for a new housing development.

Our brief
A new development of 2, 3, 4 and 5 bedroom homes was being planned for a site near the historic market town of Tavistock in Devon. We were asked to secure three DNO Deeds together with Heads of Terms for each, for a Point of Connection (PoC) and a 300m offsite cabling route needed to energise the new housing site.

Challenges
The PoC was in an existing National Grid substation, situated on land owned by Tavistock College. From here, the cable had to be directional drilled under a canal which was registered to South West Water, and then through parkland owned by West Devon Council.

Each third-party landowner needed to be individually managed to determine their level of involvement. And, there needed to be considerations around student safety at the College, as well as strict regulations for laying cable under a waterway.

Delivery
Tavistock College: Across 20 months we worked with the College to negotiate Heads of Terms and a DNO Deed of Grant. This involved agreeing an appropriate cabling route across their land and timing the works so they didn’t impact on daily life at the school.

South West Water: This was the most complex part of the project due to the sensitivities of drilling under a canal – taking a total of 34 months to complete. We instigated regular all-party calls, put compensation agreements in place and ultimately secured the required DNO Deed, a Developer Works Licence and Consideration Licence.

West Devon Council: We worked with the Council, our Client and the Developer over a period of 30 months to secure the Deed needed to successfully complete this project.
